Only user 1 in my drupal 5 install can see any content, even when published.
Is there something else I should look for?

Ha!
I did, but removed it. I had nodeaccess installed, but realized I would never need it, so uninstalled it.
Its now reinstalled and everything seems to work correctly.

When uninstalling a node access module, you need to first deactivate it through its own config screens. Then you can uninstall it and remove it. Otherwise it leaves all sorts of weird stuff lying around in the database that can break things.
