Anytime I go into Site Building, I get:

And if I try to load the Block page, it's simply a mostly blank white page, with:
Block Region Weight Operations
At the top, in bold, and nothing else.
I've looked into block.admin.inc, and I don't see anything odd/weird, but I'm certainly no expert.
This is preventing me from moving our amateur radio club's new site to "live" status. Any ideas?
What version of Drupal are you using?
