That patch is for workbench_moderation.module. I have never used workbench moderation. But if you open that patch file you'll see right at the top where it is intended to be applied.

Also, a patch is also supposed to be posted to the queue of the module it is patching.

I think it is in Workbench_Moderation and applied the patch to workbench.module but error remains.

Has anyone solved this dilemma please?

My problem is that I need workbench because of a rather complex edit/review structure.
