I'm wondering whether is an easy way to estimate how many people-years are needed to build a website and how many people are needed maintain a website. Some website has a staff webpage showing all the supporting staffs, which make it easy to estimate. But such a webpage is not available, is there a way to estimate based on the content or some other characteristics of website for an estimate?
You do this the same way as for any other project: you cut the project up in smaller parts and have experts put estimates on the individual parts. You then add up all the times and multiply by any number between 1.2 to 2.0, depending on the complexity, available infrastructure, resources and experience of the "experts".
It is just impossible to look at a site and put a time on it. You do not know what's in the background.
