For documentations sake, I thought I’d post back that this turned out to be a server side issue with the Allowoverride directive not properly being configured.

Also, when you remove the "?q=" and everything after the page you're looking for ("&destination..."), the URL works.
eg. clicking on "register" gives you: http://www.n0csw.com/?q=user/register&destination=node/1%23comment-form

Enabling "Clean URL's/mod_rewrite" seems to fix the problem for internet explorer clients, firefox and others still have issues with clean URL enabled, but can browse more content. I am beginning to think this may be an issues with the htaccess file, and I replaced it with the stock .htaccess with no luck.
Any help/suggestions would be greatly appreciated, and thank you ahead of time!
