I have a site with tons of banner ads (only one at a time) that are specified with "show only on listed page" and then one that should be shown everywhere else. Managing the list of pages is a major hassle and is almost impossible. Does anyone know how to basically do a "show on any page that doesn't have one already"?

Yes, they are blocks. However, Views 1 (D5) doesn't have the contextual filters, but I doubt that would resolve the issue anyway.
