4.7 will include the ability for themes to easily generate that sort of menu.

If you want to do it with 4.6.3 you need to add some PHP to your template to generate primary links as a list and add the CSS to display that list as tabs.

If you don't know what I'm talking about, try to find a contrib theme that does what you want :)
