Following the instructions for upgrade to 6.16 drupal now will not start. 127.0.0.1/dir1/upgrade.php produces a blank as does install.php for a new installation. Alternatively 127.0.0.1/dir2/ which still uses d6.15 starts well and is accessible.

Are you running a version of PHP less than 5.1? If so then check out this thread. Comment 15 should get ya going:

Shouldn't that be update.php? Note: 'update' rather than 'upgrade'
