Using drupal 7 latest views and the taxonomy/term/16/ view how can I get the path to expand in to
http://example.com/taxonomy/term/16/all/feed
to /taxonomy/archives/techtalk/ Or just
I've done a lot of reading on this and well now I've got myself just lost.

You can change the url using Pathauto module. also, if you wish to change it to a different view, you can use http://drupal.org/project/tvi .

In admin configuration url aliases I have: [term:vocabulary]/[term:name]
It don't seem to be expanding.

What exactly you mean by "expanding". If you have a URL http://example.com/taxonomy/term/16/all/feed, we need to create another alias for the same.
