How does one achieve the same functionality in D7 as with db_query_callback in D6?
I think that was _db_query_callback(). The leading underscore indicates it was never really for public use. However, looking it the code is had, then it's not needed in D7 queries.

Nope, it's not needed at all in D7. PDO handles all that now. If you want that functionality, then you'll just have to copy it and name it whatever you want in your own module.
