Talking with the support of the ISP my VPS server is. Good guys by the way.
We could not find why I can not install a second instance , new one, of Drupal and having work. I will stay with my production instance of Drupa 7.2 working only. NO way to make a second one until now. Will have to look other instances of CMS unfortunately.

Sounds like a problem with the VPS then. I have a VPS running on Linode and currently have 5 separate Drupal 7.2 installs running on it, including one that is a multisite install.
For the temporary directory problem, you can set that under /admin/config/media/file-system. 99% of the time in *NIX servers, /tmp will work. If not, you can create a directory anywhere on the server and give it +RW permissions for Apache/PHP and set that path on the File System form. I would suggest trying this route and giving the new directories ownership to your Apache user (you can find the user Apache runs under in the httpd.conf file). Some VPS' do weird stuff with their installs when it comes to security and that could be causing an issue, so creating your own, custom temporary directory for the install might end up correcting the problem.

Yes I am sure is something with teh VPS. By the way, can you write me offline the URL of your provider? I will look for options, my strategy off business (I work on my own) was based on that and I just can continue learning Drupal if this can not be solved.
I did what you mentionesd create another /tmp directory. Drpal configugation could never found it.... it just say the directory does not exist, in the relative or real paths, no matter where ....

Linode is who I use. It's probably the most popular VPS host amongst Drupal users:
Right now I just use the small 512 Linode and I never have problems out of it. I started with the base CentOS 5 image and everything installed fine. I did end up doing some more high-end stuff on it, like adding Varnish and memcache, but you can get up and running by just using the basic install.

Hello.
Thansk for the information. Will do all backups ans see what I have to do to move. I have other persnal sites there running there like OSCommerce ones. I will write them to see how easy can be to move. I guess with CPanel the move can be easy.
About the the error. I just can understand why no error , beside the ones from Drupal, are logged in the Linux Logs... for sure is something about permissions... something that could be easy to solve.... anyway, I will give a try again later but do not know where else to look... the error can be duplicated easily, just install new account, new domain and install Drupal (7.0 in actual Cpanel) do not do anythng else and try to install any theme or module and the error appears....

I am sorry this is kind of off topic, but I guess still related.
I was wondering if maybe some of you can shera off line to me the name of your providers you are using. For sure linode is the best option for Drpal but I am thinking also to move teh other applicatons that are running on my VPS.
I Guess VPS would be the best option, with CPanel installed and something similar to Fantastico to do installations. If possible with CPanel to start since I guess there is a mode to move easily from one CPanel configuration to another .
If possible the recommendation based on experience being able to run Drupal without problems. I am still convinced it is what I want to learn and I will do it.

Installing Drupal with Fantastico is really bad news!!! Learn to do it right; it is not much harder. Thos installation scripts are fine for the initial installation, but you cannot use them to upgrade from one release of Drupal to another.
The only choice I have seen besides cPanel is Virtualmin/Webmin. Between those two choices, I would choose cPanel in a heartbeat.
I am sure to get flamed for this, but I also have Drupal running just fine on shared hosting. These are low volume sites, to be sure. And the host is one of the few who actually limits how many accounts it allows on the box. Keep in mind that VPS is also a form of shared hosting, but with a guarantee.

I have my sites on a cloud server, and it's even free for the first year ( http://nephoscale.com). I use a shared hosting account (for which I foolishly prepaid for a couple of years, before I started using drupal) for automated off-site backups. Nice, fast, reliable (I have had this setup since February).
I don't think they have cpanel, and I administer my cloud server (centos) myself (they gave me an intitial centos 5.5 image, and I have configured everything myself, run updates every couple of days, also had to upgrade to Centos 5.6 myself). Since I am an sysadmin, this is no biggy for me, but might deter others.
I tried the dreamhost vsp for a while, which was also nice and fast, but I couldn't deal with their meddling with the systems administration.

Hello.
I used Fantastico only for initial setup. My production and only (now) working domian with Drupal was updated manually, is on 7.2 and works prefctely....
I am on VPS nos , no big volume actually, yes the idea is once all workinmg corrcetly with traffic and clients, then nove to a real dedicaded.... clous server is fine but I do not know much about options. I guess is time to start looking what options are out there.
