Are you sure you run IIS? If you maybe run apache in disguise, you
might
be affected by this bug:

What's the host and what browser are you using? There can be conditions where any error that Apache spits which is /smaller/ than something like 512 bytes will be ignored by IE, and it'll use its own error template.
Anyways, that'd be a pretty rare case.
IIS responding to .htaccess files is news to me too.
