Temporary directory: Location where uploaded files will be kept during previews. Relative paths will be resolved relative to the file system path.

Are you running a linux/bsd machine? If so, try using /tmp
If you're using windows, maybe a windows user could chime in.

i have no access to /tmp, 'cause my hosting provider did not give me write privileges to it
I have solved putting a "tmp" directory into "files" directory. and it works fine!
in administer/settings write
files
in File system path:
and
files/tmp
in Temporary directory:
hth
fab'

There is another bug in HEAD that is causing problems with tmp directory creation and validation.
If you want to apply one of these patches, the _6 patch would probably be the best one to use at the moment.
