I think that while the languages might be similar the approaches are different, which is why two different people have two different experiences. I think that I should try it again, perhaps, just to see if things had changed as this was probably around the Drupal 6 era but I just remembered trying both for a project and ultimately ending up going with Drupal.
As for writing your own PHP, you can nearly do that with Drupal when it comes to hooks and such - I tend to use that approach myself, as I like to have full control over my creations and limit the number of tables, components, and other items that get used. That's not to say I do that for everything but I like to have that option available and use a steady mix of custom code and modules and contributed APIs like views and the like.
It's all about finding your comfort zone, though, whether it's CodeIgniter or Drupal.

To each his own, of course, but the time I tried CodeIgniter, I found it to be a dreadful experience - everything from the code to the support was just subpar and I've found that doing something in Drupal took half the time it would have taken me to do it in CodeIgniter.

This is what bother me a most. To test, I installed D7 on my local machine and created content type "Place". Added image field (thumbnail), 5 text fields (Address, City, State, Zip, Phone). Better, but still ugly. For a last two hours I was trying to google ho to fix this and get city, state and zip in one line - no luck.
The space between Thumbnail and Address is to small - how to make it bigger. I was google-ing too. Again no luck.
To solve this I believe simple, kind of basic, problem, I need Forum and this list, I have to wait couple hours, maybe day or two. What can I expect when it comes to something "larger"?
If I have to "correct" this in CodeIgniter, it's matter of minutes.
But, are these Drupal "baby steps" something I HAVE TO go through as a beginner, as everybody else? Or am I taking wrong approach?
I'm not trying to say or prove anything. I'm just asking you for your opinion and just trying to make decision what to use for my next website.

It's probably much faster and safer but how much time I need to build something like this as a newbie with limited experience building very simple websites with Drupal 6 and 7 (static pages, contact form, forum, blog, and some work using View to show News on front page, block and News page)
Any thoughts?

We also need to have another field/option box on the same page asking for users to check the box if they don't wish to be contacted by CK for direct marketing purposes. I suggest you start by reviewing the drupal.org/documentation and api.drupal.org sites and looking at the hook_* functions that you implement in a custom module. Also you should check the drupal.org/project/examples whose aim is to provide you with howto working examples of customization.
