I did try to do convert a chameleon theme with quiet good results http://virtuallyjewish.com/manuediting/
but I think for a complete change there are some .css outside of theme to be changed (for example the thin line the supposed to separate the left (well now it's right) column. Zohar as you said it will be great to have a core RTL in Drupal 6 and be able to use all those great themes straight away.

are you using drupal 5? if so there are a couple of module related css files that you also need to convert to rtl. I have a copy of them and I can send them to you off list if you like.
