I have done about an hour of research on this issue before posting to the list.
I have transferred a database that had both Drupal and CiviCRM tables in one database and split it so that the Drupal database is on database and the CiviCRM database is in another. I had it working when all the tables were together in one database but I had a different problem and re-imported the data and now it does not work. I have tried to go back to one database and that does not work either.
I have create a new user directly in the database and this user cant login.
I have cleared the sessions table.
I have changed the password of the admin user and used the MD5 function in PHPmyAdmin.
I turned off CiviCRM in the system table and there is no change.
I am out of ideas.

Whats the symptom? error message? white screen of death? is clean urls switched on (mod_rewrite etc)?

I get Access denied for the new user and "Sorry, unrecognized username or password. Have you forgotten your http://64.25.226.138/bh_migrate/?q=user/password password?" with the users that were in the database. It is not a white screen.
It is Drupal 5.6 and we are using the default .htaccess files for Drupal. We are not using clean URLs.
I am not sure what else there is to share.

If you have access to the mySQL database, you can probably resolve this by going directly into the user table.

A few ideas:
1. Remove civicrm.settings.php 2. Turn off all add-on modules 3. Upgrade to 5.22 (for sure do this)
Then try again. Can you login at all? Does the password reset feature of Drupal work?

I would try to export/import the database via a different method. If your original installation was ok, you should be able to move it. Better to retry export/import than to try to fix an installation which should be ok if moved correctly. Check also if there are differences between server and settings (check php info) between the servers where you move.

The problem was far less esoteric and more embarrassing. I will tell people the problem to give people something to check if they look at this conversation. Somehow the line $cookie_domain = 'example.com'; got separated from the # in settings.php. Once the cookies were not going to the wrong domain, one could log in again. Thank you for your time!
