Hi there!
I have a problem with contact form in Drupal 7, when I try to send a contact information through this, the site informs that the message was sent, but the mails doesn't come. In the same server I have other site with Drupal 6 and this site works perfectly, so I deduce that the problem is not on the mail server configuration.
Any ideas?

Does the site email domain match the website domain? Some spam filters mark emails as suspicious if those domains don't match.
If the site informs you the message has been sent and you can see the entry in the Database log but the mail doesn't arrive most likely it's something to do with email configuration and spam filters. Check the mail log of your email server, find the message in the queue and see what status it has (if you have access to your email server).

If I execute the command mailq in my server I see that the sent mails are *** frozen *** What does this mean?

Check your maillog and see if you are seeing something similar to this:
reason: 554- (RTR:BB)
In the failed emails. AOL and a lot of other ISPs are notorious for blacklisting IP addresses. Here's a page describing it:
http://postmaster.aol.com/Postmaster.Errors.php
Also you need to make sure your domain is properly sent. A sure fire way to get blacklisted is to not have rDNS properly set up on your server.
You can also check your server on this site to see if it is blacklisted too. It's not 100%, but it will give you an idea:

A lot of pop servers will also refuse the first attempt, in the belief the trojans won't retry emailing.

Who rejects your emails, the server or the client? Can you send the exact error message? Is it from /var/log/maillog, or from drupal? To create an email account, you have to create a user (useradd). However, difficult to say whether that's the problem, without knowing where the error message comes from and what exactly is says.

It's the remote server. It's usually something like this: (reason: 550-Verification failed for <apache@mydomain.com)
There are multiple domains on my server so how does one setup an email account for user@domain1.com or user@domain2.com? I know my server uses sendmail but that's all I can remember right now.

There's tons of different ways to setup email on CentOS and about every other distribution. If you are only going to do a couple of accounts, then the basic yum install method is generally suitable, then just do a useradd to add a new account.
If you are going to do far more accounts, then I suggest the postfix-dovecot-spamassassin-postfixadmin-squirrelmail route:
