Just go to /admin (index.php?q=admin if you don't have clean urls). From there you got the admin overview page and can click on modules.

Drupal 7 automatically tests for clean URL support when you install it. You do need to have the Apache mod_rewrite module to allow it and allow overrides in Drupal's directory, so Apache will parse the .htaccess file.

A quick Google search reviled that Bluehost have the Apache Rewrite_ Mod is enabled by default.
Can you make sure that you have the .htaccess in your web root “public_html”

- /public_html/drupal/ - (new install where the problem lies) has only .htaccess.txt and not .htaccess - /public_html/drupal-7.0/ - has both
Copied the file over and now the check box appears which I can use to enable clean urls and I can now access /admin/modules for instance.

There's the possibility that you missed the .htaccess file when you uploaded to your web server, too (if you are on a OS that hides .htaccess files by default).

That's odd I tested the url before I replied, cause I was curious about whether you could get to the pages without the overlay.
