I need to create a US map where I can turn whole states different colors based on my own data, much like voting maps where some are blue, some are red, and others white. And suggestions? Must be easy to do by a non-techie. The map does not have to be in Drupal, cut-and-paste would be adequate.

If Flash is an option, then you are pretty much paying for something or developing it yourself.
The best and most complicated option is to do it in PHP/MySQL. For this you need a database of the polygons that make up each state (if you want to go this route, I can give you a dump of mine) and then assemble the polygons and dump out a final version in GD. I did this for a client a few years ago that actually did all the different congressional districts and it really didn't take all that long for the states (the CDs was a different story!). Sadly this was a closed source project, so I can't help you out on the source code.
Going copy and paste is probably going to be really hard. You need to find images of each state that are the same scale and have a transparent background. I've never seen any sets like that in all the geocoding/mapping work I've done in the past.

Thanks, Jamie. That's pretty cool, but Alaska and Hawaii are hard to see, and most Americans wouldn't know which way to scroll the map to see them.
When I said cut-and paste, I meant from another application, even on the user's PC. The map may change occasionally, but not terribly often (once a year).

Just found this - an online tool:

It's a little clunky in the interface, but easy enough to figure out. As long as they don't need more than 12 colors, they should be fine.
If it ends up disappearing in the future, I would have them grab Gimp and use that to fill the states on the other map.

The obvious solution is ArcMap or one of the open source equivalents. All of them require someone who already knows them as they are complicated. Just find someone who already has the tools and skills and pay them or barter. For example if you gave me a CSV file with the state 2-letter codes and the color you want, it is a less than 1/2 hour job to give you back a JPG, but Hawaii and Alaska will be properly placed geographically and you will have to cut and paste the JPG to get something reasonable to show on a screen. That requires artistry to make it look good and I am not an artist.

Have you considered Tilemill? Pretty simple if you know CSS, can output for cut and paste, mAde by Development Seed, open source.

I've used the fla-shop.com map to display our worldwide distributors. Works great & non-techie friendly. I also have different versions of the world map for each of our products (since not all distributors sell for all products: http://www.flow3d.com/sales/sales-flow-3d-distributors.asp ). Dmitri, who I contacted for support, was very helpful and quick to respond to my requests.

I have seen this kind of thing done using google maps with templates. I am not that familiar with the particulars but the folks who did it were not extremely technical.

What about using SVG? Here's a map you can use: http://upload.wikimedia.org/wikipedia/commons/3/32/Blank_US_Map.svg You can use InkScape to color the states. It's free and uses SVG as its native format. Most browsers support SVG as an image format, but you can have the user export to PNG too.

I’ve actually been messing with this all day. SVG uses XML, too, so it’s easy to edit.
