The main problem is that if you start off with a localized interface "without effort", you expect Drupal to start working in the language you used to install it, right? Now Drupal (or a custom install profile) is not there yet to automatically import the PO files for the modules which are turned on by your install profile as a default. If this would be the case, it would be easier to stuff in translations.
AFAIK the idea is to offer localized distributions, once the code is in place to automatically import module translations for the modules turned on by the install profile. This can be done as a contrib project fortunately.
