If you submit a project for the esperanto translation at http://drupal.org/node/add, *and* you create a release of the translation, it will show up.

Furthermore, the full, reviewed Esperanto translation for Drupal 5 is now in CVS, but it is not clear to us how to get it mentioned on http://drupal.org/project/Translations
