In Spanish I see that problem all days, there is not a clear way to contribute, or at least people don't see it as serious, sustainable or perhaps viable (is still a pain in the neck). We need to translate core, we also have to spend a lot of time maintaining translation servers. There are A LOT of translations servers, can't we just join forces to maintain a big one and let translators do their job?
I have same problem at l10n.drupal-contrib.org, I can only spend a couple of hours(a month) to keep it up & running, would like to contribute translation instead...
I tend to agree, it doesn't make sense if every translation team runs its own server.
I will see that we can install such a server on drupal.org (which has been planned for quite a while).
