I know that for this I have to add issues with attached translations for all modules. Do I? Or may be there is much simple way (Is it possible to get CVS access for all po directories(drupal user podarok )?)

Not really, it is generally preferred to commit directly. Most module authors can't read Ukrainian anyway.

Yes, you already have that access, there is no access limit for .po files.
