I want to translate Drupal into Kurdish. I couldn't find any info to how to start. Do I have to translate it via CVS?

Here is the Translator's Guide http://drupal.org/node/11130
In short, you need to download Drupal's .pot templates, translate them using a program such as poEdit, and then ask for a CVS account to upload your translated .po files. After that, a distribution package will be created automatically.
