It is advised that you try this out, since it is expected that this type of packaging format will be adopted later for Drupal 5 localization packages to get in line with how modules, SQL files, CSS stuff etc is distributed now.

It means a streamlined, performance optimized operation for your server and less hassle for users. No looking up and uploading of PO files on the web interface needed, fully translated installer and first steps with Drupal in your native langauge before you even create an admin user!
