Now I finished the translations for Khmer for Drupal 5.0. How can I send the translations to Drupal server? Or anyone can commit this for me?

But I never use CVS before, so it is so hard for me. Could you please guide me about this?
I frankly don't have the time for it. There is some cvs explanation on drupal.org and I reckon there exist tutorials for popular tools such as tortoiseCVS. Maybe somebody else can help out.
What needs to be done now is to branch the repository for Drupal 5 and to create a proper release. The proper documentation for this is also on drupal.org.

1) I transferred the existing Khmer project to you. 2) I deleted the project you created 3) I added a branch for D5 4) I created a release node http://drupal.org/node/192063 5) I deleted the releaase node you tried to create against your new project.

The release I made is curently unpublished. It will be published after a cronjob created the tarball. After that it will show up on that page.
