There is already the possibility to add a README.TXT into the locale package at drupal.org. We need to think along those lines. I don't know how that works right now. Could you inspect a tgz of a language which has such a README?

README.txt is automatically generated by packaging script and if no README in CVS, this README.txt is empty. I assume that if you create it, it will be included.
