The POT files for what will be Drupall 4.7 are available from http://drupal.org/drupal-pot

They are the same as for CVS HEAD, but now have the right number. :p

Also, the status of translations for 4.7 is now displayed on

http://drupal.org/translation-status

The 4.5 translations have be removed to save space. They are still available for download.
