I've read in a German Drupal forum, translations are missing. If that is true, it might very soon no longer be necessary.

Die deutsche Übersetzung von Drupal ist +- komplett muß aber für Drupal 6 überarbeitet werden.

Ich hab ehrlich gesagt den Überblick verloren, wer gerade das Projekt koordiniert.

Daneben gibt es natrlich etliche von den Contrib-Modulen, die keine Übersetzung ins Deutsche haben.
